Greenlee Partners is a bipartisan lobbying firm that navigates legislative challenges and delivers the support your organization needs to influence decision-makers, secure funding, and achieve your goals. Our firm is located in the heart of Pennsylvania’s capital city and has worked for clients’ interests since 1987. We bring together a team with diverse political and professional backgrounds to provide the specialized expertise your organization requires.

Over our long history, we have amassed numerous examples of successful work on behalf of our clients. Explore our bipartisan lobbying case studies to discover more about our processes, methods, and results.

Greenlee Partners represented a cutting-edge autonomous vehicle company during the passage of Pennsylvania’s comprehensive driverless vehicle legislation. Act 130 of 2022 modernized the state’s Vehicle Code by instituting laws governing the testing and deployment of highly autonomous vehicles on state roadways.

We worked closely alongside legislators, the Pennsylvania Department of Transportation, and other autonomous vehicle companies to ensure the state’s framework for testing and deployment aligned with our nationally renowned client. Pittsburgh is home to many leaders in the autonomous vehicle industry, and Act 130 of 2022 played an integral part in reinforcing the state’s position as a leader in this technology.

During the COVID-19 pandemic, Greenlee Partners was able to leverage its expertise and legislative connections to help Capital Blue Cross (CBC) secure a $1 million grant through the Redevelopment Assistance Capital Program (RACP).

Our relationships with key legislators and members of leadership helped acquire the grant for CBC’s multimillion-dollar project in the heart of Allentown, Pennsylvania, a vastly growing area of Lehigh County. Once Capital Blue Cross received notification of its award, we worked closely with our client and Lehigh County’s Department of Community and Economic Development as the designated applicant to execute a Business Plan, which the Budget Office required before releasing funds.

With these funds, Capital Blue Cross opened a health and wellness center to serve the surrounding underserved neighborhoods and help address health disparities in the Allentown community.

Since 2019, Greenlee Partners has represented Vartan Group, Inc., a multidisciplinary real estate company headquartered in Harrisburg, Pennsylvania. Since 1975, the company has authored many signature projects in the capital city and surrounding area.

Vartan Group hired us to identify funding sources and navigate various grant application processes to help fund its most recent 58-acre community project in the heart of Susquehanna Township in Dauphin County. With our political and grant writing expertise, Vartan Group was awarded $4.5 million through the Redevelopment Assistance Capital Program (RACP) in 2021 and 2022. These funds will help create the new town center and Traditional Neighborhood Development while providing the physical infrastructure for businesses and public parks to flourish.

Over the last three legislative sessions, our team members successfully lobbied on behalf of an economic development organization supporting the cultural arts along South Broad Street in Philadelphia for much-needed funding to allow their nonprofit business to remain afloat.

In March 2020, ramifications from the COVID-19 pandemic significantly reduced the organization’s available funds and ability to fundraise, making the need for funding even more essential. Despite the budget challenges at the state level, Greenlee Partners has secured more than $1.5 million to date for the organization to continue its work, ensuring the safety and marketability of its community.

Through our work with Keystone Strategies, our firm helped an independent PAC run by employees of a Fortune 100 company from its inception to its growth into a significant contributor in the political field.

Our firm has helped with recruitment, fund management, and suggested contributions of where to direct dollars. We have helped them plan and host events for candidates and potential new members of the PAC. We work to engage members of the PAC to attend campaign events when able, and if not, attend the events on their behalf.

Greenlee Partners represented the trade association for pet insurance in the United States and Canada. The association worked to regulate pet insurance in the Commonwealth with the help of Greenlee Partners. Now Act 19 of 2024, Greenlee Partners played a pivotal role working with the prime sponsor, committee staff, legislators, and stakeholders to get this bill across the finish line and signed by the Governor. Additionally, Greenlee Partners was able to get the bill amended and agreed to by large industry shareholders, including the Pennsylvania Insurance Department. Throughout the entire legislative process, the bill received no negative votes.
