Since its inception, Greenlee Partners has worked to help people realize the American dream. What began as a simple concept and a handshake is now a top lobbying firm in Pennsylvania. The spirit of our founders and their exploits continues as we carry on their legacy and vision — to keep the needs and interests of our clients at the forefront of our hearts and minds.
It all started in 1985 with a handshake (and a Miller Light with Bill). Bill Greenlee and Stan Rapp co-founded (what was then called) Greenlee Associates.
Bill — a former journalist, campaign consultant, and jack of all trades — and Stan — a former Senate staffer, campaign leader, and political junkie — discovered their shared disdain for the prevalent lobbying and government relations model in Harrisburg. This system relied heavily on law firms and their draconian billing procedures to service clients. Bill and Stan also shared a love of golf and late nights, which didn’t hurt.
In its infancy, Greenlee Associates was a simple organization. Stan worked the “ground game” and kept tabs on the politics. Bill stayed locked in his office armed with his creativity, Diet Coke, and a pack of cigarettes to conjure 100 new ideas and business strategies for the firm.
Greenlee Associates became a “serious firm” after three completely unrelated occurrences:

At the turn of the century, Bill Greenlee retired. Greenlee Associates officially became Greenlee Partners when Matt Steck joined forces with Stan Rapp to keep the founders’ vision alive.
Matt and Stan grew the firm’s presence across the Commonwealth and expanded its size and scope, hiring more people, opening more offices, and expanding its offerings to include procurement services in PA.
As the firm continued to evolve, in 2005, a former intern, Clint Cullison, was brought on board. Originally tasked as Stan’s “special assistant,” his passion for politics, quick wit, and political acumen were noticed, causing him to rise within the ranks.
In 2023, Stan Rapp officially retired to a life of entertaining from his Casita in Vegas. Matt Steck partnered with Clint Cullison to continue advancing the Greenlee way forward.
